I live in HUD low income housing. Can they kick out my 17 year old daughter for an ordinance violation/fine for possession of THC and paraphenlia?

Since its an ordinance/fine it doesn't constitute as a crime but it is a drug so do they have the right to kick her out? In my lease it states "any violent or drug related criminal activity on or off premises, not just on or near premises"
