CalPERS Data Breach Affects More than 750k People

The California Public Employees’ Retirement System, also known as CalPERS, has reported a major data breach. The CalPERS data breach investigation revealed that at some point, one of the organizations’ third-party partners had suffered a breach that compromised relevant information. The company publicized the event on June 21, 2023, explaining that a breach of PBI Research Services/Berwyn Group (“PBI”) had compromised confidential information belonging to more than 769,000 retirees and family members. This information includes names, dates of birth, and Social Security numbers.

What We Know So Far About the CalPERS Breach

The CalPERS data breach is still fresh news without much information to go on. The date of the breach and when the organization discovered the breach both remain unknown to the public. However, CalPERS has publicized some key information on its website.

The current source for data breach information comes from the organization’s website, the post, “CalPERS Takes Action in Response to Third-Party Breach of Retiree Information.” PBI Research Services/Berwyn Group, a third party that handles certain sensitive data for CalPERS, experienced what the organization describes as a “worldwide data security incident.”

While CalPERS provided PBI with the information, PBI’s system uses MOVEit Transfer developed by Progress Software, LLC. As it happens, MOVEit has contained a major vulnerability for some time, and this allowed an unauthorized party to access the information.

This is how hackers accessed the information, despite never breaching the CalPERS network. After discovering the leak, CalPERS investigated the problem to discover the types of compromised data and which users were victims, and ultimately sent out data breach letters on June 21, 2023.
